Let's hope so! Treyarch president Mark Lamia is quoted by PC Zone magazine as saying he sees no reason to not include dedicated servers.

Hopefully this will make up for Treyarch's previous missteps, and the industries recent trend of forgoing giving PC Gamers dedicated servers in the standard release!
